What is a direct award?
Member organisations can call-off a contract to a supply partner(s) by means of a direct award without a further competition where the value of the project does not exceed the value of £25,000 excluding VAT, subsequent project phases or where a change of supply partner would result in the member organisation receiving products and/or services that are different from, or incompatible with, existing products and/or services, and the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance.

What is a ranked award?
All lots (including sub-lots) have associated ranked supplier lists. This will directly indicate how each supply partner performed during the framework tender. The rankings are split by 12 geographical areas. The first ranked supply partner in each lot/sub-lot under the individual section/geographical area is the supply partner who scores the highest combination of quality and price overall. Member organisations may choose to award a call-off contract to the top ranked supply partner by means of a ranked award. If the supply partner who is ranked the highest is not able to provide the services, the member organisation may choose to award a call-off contract to the next ranked supply partner, and so on.

What is a further competition?
Member organisations may choose to award a call-off contract following a ‘further/mini competition’ between supply partner(s) appointed to the particular lot(s)/sub-lot(s). Member organisations may choose to award call-off contracts under one or a combination of lot(s) and/or sub-lots to meet their requirements. Supply partner(s) who are eligible to bid will be sent the opportunity. The process will follow the same format as the original tender, involving both a quality and price evaluation. Member organisations can refine the framework specification to meet their unique requirements from a contract, but may not change basic terms of the framework, through a further competition. Member organisations may also wish to refine the award criteria, including the quality/price weightings for their individual call-off (within a range of 20-80% for quality and price). This process ensures that member organisations are achieving value for money based on their individual requirements for a contract.
