What is the Batteries and Solar PV Framework?
The Batteries and Solar PV Framework is a national framework designed to help local authorities, housing associations and other public sector organisations access a compliant route for low-carbon energy and resilience products.
It has been created to reduce duplication across the sector, encourage competition, and make it easier for members to select capable suppliers for products that may be installed in, on or near residents’ homes.
The framework covers Lot 1, awarded to Kight PowerHub and Solo Home Energy Limited following a rigorous evaluation process. It went live in September 2026 after the standstill period and completion of the framework agreements.

The framework supports members to procure sustainable energy and resilience products that can help improve the performance of existing homes, reduce pressure on residents’ energy costs and support wider asset investment plans.
The market is moving quickly, and members need confidence around product standards, supplier capability, installation, maintenance and resident safety. This framework exists to provide that assurance through a supplier panel evaluated against product catalogue quality, supply chain and sustainability, ordering, delivery, customer service and product innovation.

Your next steps
Flexible call-off routes: Direct Award and Further Competition
Members can refine requirements through a Further Competition to reflect local needs while staying within the framework’s terms and maintaining value for money. Direct Award is also available where requirements match the framework as tendered.
NHC Procurement facilitates call-offs on members’ behalf and supports each stage of the process. You will be guided by a dedicated account executive and a procurement and contracts officer, with tools and templates based on the original tender process.
Call-offs are conducted electronically via Delta, and members can use the framework individually or collaboratively with other organisations to align service standards, specifications and potentially pricing.
