Supporting people to live safely and independently in their own homes is a core priority for housing providers. Our newly relaunched Stairlifts and Lifting Equipment framework has been designed to make that easier, giving our members flexible, compliant access to high-quality products and services that make a real difference to residents’ lives.
Our Head of Procurement, Drew Frame, explains what you need to know about our relaunched framework.
Q: Why are NHC Procurement relaunching the Stairlifts and Lifting Equipment framework?
A: The Stairlifts and Lifting Equipment framework is one of our longest-standing solutions and has been trusted by members for many years.
At its heart, this framework supports some of the most vulnerable tenants to live independently and comfortably in their homes for longer. That not only improves quality of life for residents, but also helps reduce pressure on health and care services.
This relaunch ensures the framework continues to meet evolving member needs, offering greater flexibility, more choice, and access to specialist expertise.
Q: What does Stairlifts and Lifting Equipment include?
A: We’ve restructured the framework into clearly defined lots, giving members more choice and access to a wider range of suppliers, including specialists in specific types of equipment.
Product catalogue lots:
- Sub Lot 1.1: Stairlifts
- Sub Lot 1.2: Through Floor Lifts
- Sub Lot 1.3: Platform Lifts
- Sub Lot 1.4: Hoists and Slings
- Sub Lot 1.5: Miscellaneous Lifting Equipment
Service and maintenance lots:
- Lot 2.1: Testing, examination, servicing and maintenance (stairlifts, through floor and platform lifts)
- Lot 2.2: Testing, examination, servicing and maintenance (hoists and slings)
- Lot 2.3: Fully managed service for stairlifts and lifting equipment
This structure means members can procure exactly what they need – whether that’s individual products, ongoing maintenance, or a fully managed, end-to-end service.
Q: What regions does this framework cover?
A: The framework is fully national, covering England, Scotland, Wales, and Northern Ireland.
Suppliers identified their geographic coverage during the tender process, meaning members can select partners based on where they operate. Whether you’re a local provider or a national organisation, you’ll have access to compliant, high-quality solutions.
Q: How can members call off from the framework?
A: We’ve designed the framework to be as flexible as possible, with three routes to market:
Direct Award
Members can award contracts directly to a supplier on Lot 1 without further competition.
For Lot 2, direct award is also available in specific circumstances – including projects under £30,000 (ex VAT), follow-on phases, or where changing supplier would create technical incompatibility or operational challenges.
Ranked Award
Lot 2 includes ranked supplier lists by region. Members can select the top-ranked supplier or move down the list if needed.
Further Competition
Ideal for larger or more complex projects. Members can refine their requirements and apply weightings that reflect their priorities.
Whichever route you choose, our team will support you throughout the process with tools, templates, and expert guidance.
Q: How does NHC Procurement support members during call‑offs?
A: Every member benefits from hands-on support from a dedicated Account Executive, alongside our procurement and contract management specialists.
We manage the entire process on your behalf – including running further competitions through Delta eSourcing, and supporting direct and ranked awards.
From defining your requirements through to contract award, we’ll guide you every step of the way – whether you’re installing a single stairlift or delivering a full lifting equipment solution.
Q: What’s the first step for members interested in using the framework?
A: Get in touch with us. Your Account Executive will talk through your requirements and help you choose the best route to market. This framework has been designed with members at its core – to be flexible, easy to use, and focused on helping you deliver the best outcomes for your residents.
